This collection records eleven matters that were raised and not resolved. In each case the relevant procedure was followed as far as documentation and no further. Nothing here is in dispute. The apology was drafted. The concern was received. The area was never maintained. The record reflects all of it, and the record is the entire remedy on offer.
Conflict avoidance is usually described as a failure to act. The Department's position is that it is more accurately a completed administrative process that happens to end in no action: a matter is aired, entered into the minutes, and closed by general agreement that closing it is sufficient. Files 1 through 11 are issued on that basis. Each is dated to no particular occasion, commemorates no particular person, and will be understood immediately by anyone who has ever said it was fine.
Every item is set in PT Serif Bold, sentence case, at reduced scale, and that specification is not open to revision. A plaque is small in relation to the thing it is mounted on, and the margin around the text is what separates a record from a sign. Enlarged, or reset in a bold sans, these lines become declarations, and the Department does not issue declarations. Flat embroidery on structured six-panel hats, nine colourways, with thread specified per item to match the material being imitated: brass for dedications, incised black for markers, white card for gallery labels.
