21st Birthday Hats

The 21st birthday is the one that comes with a legal change attached. The National Minimum Drinking Age Act, signed on July 17, 1984, gave states until October 1986 to reach a drinking age of 21 or lose 10 percent of their highway funds, and by the end of 1988 every state had. Many U.S. bars still give a free drink or shot to a customer turning 21.
